Plastic Wheel Well Liner
This automotive maintenance tutorial was specifically written to assist owners of the fifth generation (2019, 2020, 2021, 2022 and the updated 2023 model year) Toyota RAV4 SUV in changing a burnt out fog light bulb located in the front bumper cover or upgrading both of them to brighter LED units.

Owners of other Toyota and Lexus vehicles such as the Camry, Corolla, Highlander, Prius, Avalon, C-HR, GR86, Venza, Sienna, Sequoia, 4Runner, IS 250, IS 300, IS 350, ES 350, GS 350 and GX 460 may also find these DIY instructions to be helpful.

The compatible replacement halogen light bulb part number is H16.

If you'd like to have brighter fog lights that will also last much longer before burning out like the traditional halogen bulbs, install some H16 LED units.

The tools needed to complete this procedure include a 10mm socket with a 1/4" drive ratchet (or a Phillips head screwdriver), a flat head screwdriver and a plastic pry bar tool.

To create more working room, turn the front wheels all the way in the opposite direction of the burnt out fog light bulb.

Loosen Counterclockwise
Lower Screw Removed
Unlock Pop Rivet
Locate the three fasteners that secure the outer edge of the black plastic wheel well liner in place.

There are two black metal screws and a black plastic pop rivet fastener.

Loosen the bottom screw by turning it in the counterclockwise direction with the 10mm socket and a 1/4" drive ratchet.

(You could also use a Phillips head screwdriver.)

Unlock the pop rivet fastener by gently prying out the round button in the center with a flat head screwdriver.

Loosen Top Screw

Then pry out the base of the pop rivet and set it aside in a safe place.

Remove the upper screw by turning it in the counterclockwise direction with the 10mm socket and a 1/4" drive ratchet.

Use the plastic pry bar tool to gently pull back the outer edge of the wheel well liner (or "splash guard").

On the passenger side of the vehicle, you'll see the back of the old fog light bulb just above the windshield washer fluid reservoir bottle.

Push in the release tab on the electrical connector before sliding it straight off the old light bulb.

Disconnect Power Plug
1/4 Turn Counterclockwise
Old Light Bulb Removed
Then rotate the old light bulb 1/4 turn in the counterclockwise direction before pulling it straight out of the housing.

The OEM (original equipment manufacturer) light bulb in this 2019 RAV4 was an Osram H16 12V 19W.

Install New Light Bulb
Try to avoid touching the glass part of the new halogen light bulb with your fingers or anything dirty in the engine bay.

If you do get the new bulb dirty, clean it off with a paper towel and some rubbing alcohol.

Any grease or oil left on the new bulb may cause and hot spot and lead to the new bulb burning out prematurely.

Insert the the new number H16 light bulb into the housing and rotate it 1/4 turn in the clockwise direction.

If you'd like to have brighter fog lights, install some compatible replacement H16 LED units.

Push On Power Plug
Push On Wheel Well Liner
Insert Pop Rivet
Slide the electrical connector straight on to the base of the new light bulb.

You should feel or hear the power plug "click" securely into place.

Make sure the "pin" in the center of the pop rivet is in the fully up and released position.

Reinsert the pop rivet into the wheel well liner.

Push In Center Button
Spin In Bottom Screw
Tighten Screw Clockwise
Then push in the button in the center of the pop rivet to lock it into place.

Replace the two screws by turning them in the clockwise direction with the 10mm socket and a 1/4" drive ratchet until they are snug.

Try to avoid over tightening the screws to prevent from damaging the plastic wheel well liner.

Test New Fog Light
Bulb Change Done!
To test the new fog light bulbs, turn on the headlights and then activate the fog light switch.

Tip - If you installed LED bulbs and they don't work, try reversing the electrical connector on the base of the new bulb. Some LED bulbs are "polarized" and will only work when the "+" positive and "-" negative electrical contacts are in the correct orientation.

Be sure to write down the bulb change in your vehicle's service records.
